About the project
GREEN-START-UA is a policy-oriented research project led by Dr. Oksana Zolotarova under the supervision of Prof. Caroline Buts (VUB), in collaboration with UNU-CRIS.
This seed research project aims to lay the groundwork for a comprehensive framework that guides the design of effective state aid measures, advancing energy independence, environmental sustainability, and compliance with EU state aid rules simultaneously. This one-year pilot study will explore methodologies for evaluating energy-related state aid in Ukraine, identify best practices for aid design aligned with EU norms, and formulate principles for transparent governance and monitoring. The project contributes to policy innovation in transitional economies and supports Ukraine's pathway to EU accession.
